DHIS explained: how ABDM pays hospitals for digital records

Under the Digital Health Incentive Scheme (DHIS), the National Health Authority pays hospitals, clinics, labs and their software companies for health records linked to a patient’s ABHA. This guide explains who qualifies, how the 100-transaction threshold works and what the latest corrigendum paid, with worked examples.

The rates below come from DHIS Corrigendum 7 (9 April 2026), which covered transactions from April to September 2026. We have not found a newer corrigendum at the time of writing. NHA pays incentives subject to available funds and can change the scheme at any time, so check abdm.gov.in/dhis for the current terms before you plan on any amount.

1. What is DHIS?

The National Health Authority (NHA) launched DHIS on 1 January 2023 to speed up the adoption of the Ayushman Bharat Digital Mission (ABDM). Operational guidelines followed on 17 January 2023, and NHA has since changed the scheme through corrigenda: March 2023, July 2023, December 2023, June 2024, February 2025, November 2025 (Corrigendum 6) and April 2026 (Corrigendum 7).

The idea is simple: when a health facility creates a digital health record and links it to the patient’s ABHA, that is a transaction. Above a monthly threshold, each eligible transaction earns an incentive for the facility and for the company whose software it uses.

2. Who is eligible?

  • WhoAll public and private sector health facilities and digital solution companies (DSCs).
  • Hospital, clinicTransactions must be made on software integrated with ABDM up to M3, that is, after the facility also works as a Health Information User (HIU).
  • Lab, pharmacyA diagnostic facility, lab or pharmacy qualifies on software integrated up to M2 (Health Information Provider, HIP).
  • ThresholdMore than 100 eligible transactions in the month. At 100 or fewer, neither the facility nor the software company gets an incentive.
  • RegistrationA facility can claim from the month it registers for DHIS.

3. What counts as a transaction?

  • Record linkingCreating a health record linked to a KYC-verified ABHA: OP consultation, prescription, diagnostic or lab report, discharge summary, immunization record, wellness record, invoice or health document.
  • ConsentA consent request that the patient grants, resulting in records being shared.
  • KYCOnly KYC-verified ABHAs count, judged by the ABHA’s KYC status on the last day of the month. A record linked to an ABHA without KYC earns nothing.
  • Per ABHAAt most 1 transaction a day and 5 a month per ABHA count for one facility.
  • Not paidScan & Share and Health Locker transactions are no longer incentivised (Corrigenda 6 and 7).

4. Rates under Corrigendum 7 (April–September 2026)

TransactionHealth facilitySoftware company (DSC)
Category 1: record linked to a KYC-verified ABHA with HI type Discharge Summary or Diagnostic Report₹10 each, above 100₹5 each
Category 2: other HI types such as Prescription, OP Consultation, Immunization Record, Health Document, Wellness Record, Invoice₹5 each, above 100₹2.50 each
Consent request granted by the patient that results in record sharing₹10 to the requesting HIU; ₹5 to the source HIP–
AB PM-JAY claim linked with ABHA, filed in FHIR format through NHCX₹200 per claim or 10% of the claim, whichever is lower₹10 per claim

A record that carries several HI types counts as Category 1 if at least one of them is a diagnostic report or discharge summary. Consent incentives are not paid when the HIP and HIU are the same facility. The total incentive is capped at ₹5 crore per facility, and at ₹1 crore for NHCX claims.

Before April 2026, Corrigendum 6 paid a flat ₹20 per eligible record above 100 (November 2025 to March 2026). Older articles that quote ₹20 describe that period.

5. How the 100-transaction threshold works

The incentive is calculated on all eligible transactions in the month, and then the value of the first 100 is deducted, starting with the lowest-value transactions. These are the corrigendum’s own examples.

ExampleCalculationFacility gets
Hospital: 70 discharge summaries and 80 OPD prescriptions in May 2026, all KYC-verified(70 × ₹10) + (80 × ₹5) = ₹1,100. Deduct the first 100: 80 prescriptions (₹400) and 20 discharge summaries (₹200).₹500
Lab: 500 KYC-verified lab reports in a month500 × ₹10 = ₹5,000. Deduct 100 × ₹10 = ₹1,000.₹4,000

The lesson: a hospital that links only OPD prescriptions earns less than one that also links every discharge summary and lab report, and a facility just above 100 records earns very little. Volume and record type both matter.

6. v3 APIs, WASA and claims

  • v3 APIsFrom July 2026, incentives go to a facility and its software company only if the software is fully compliant with the v3 version of ABDM’s APIs for M1, M2 and M3. April to June 2026 was a transition window.
  • WASAA software company must hold a valid Web Application Security Assessment (WASA) report to receive its own incentives.
  • Back-datedA facility can claim for at most the last three months before the month of its claim.
  • Public facilitiesMust submit utilisation certificates; payments are held until they do.
  • MisuseNHA monitors transactions and can disallow or recover incentives, or take legal action, if it finds misuse.

7. How to cross 100 transactions a month

  1. Make ABHA part of registration. Create or verify ABHA at the front desk with Aadhaar or mobile OTP, so that the ABHA is KYC-verified, not just an ABHA address.
  2. Link every discharge summary and lab report. These are Category 1 records and earn twice the Category 2 rate.
  3. Link OPD records too. Prescriptions and OP consultations help you cross the threshold, and they are deducted first.
  4. Mind the per-ABHA limit. Only 1 record a day and 5 a month per ABHA count, so incentives come from many patients, not repeat visits of a few.
  5. Check the count every month. Track linked records and KYC status during the month, and claim within three months.

8. Checklist for your software

Ask the vendorWhy
Is the software ABDM integrated for M1, M2 and M3? Ask for its listing on abdm.gov.in.M3 needed for hospitals
Is it compliant with ABDM’s v3 APIs?Required from July 2026
Does the company hold a valid WASA report?Required for DSC incentives
Can reception create and KYC-verify ABHA during registration?Only KYC records count
Are discharge summaries and diagnostic reports linked as their own HI types?Category 1 rate
Can you see linked records per month, per HI type and per patient, with KYC status?Track the threshold

Questions, answered

What is the Digital Health Incentive Scheme (DHIS)?+

DHIS is a National Health Authority scheme, running since 1 January 2023, that pays health facilities and their software companies for digital health transactions under ABDM, mainly health records linked to a patient's KYC-verified ABHA.

How many transactions does a hospital need for DHIS?+

More than 100 eligible transactions in a month. Incentives are calculated on all eligible transactions, and the value of the first 100 is then deducted, lowest-value first.

How much does DHIS pay per record?+

Under Corrigendum 7 (April to September 2026), a facility received Rs. 10 for each eligible discharge summary or diagnostic report and Rs. 5 for other record types such as prescriptions and OP consultations. Check abdm.gov.in/dhis for the terms after September 2026.

Do records of every ABHA count?+

No. Only records linked to a KYC-verified ABHA count, judged by its KYC status on the last day of the month. At most 1 transaction a day and 5 a month per ABHA count for one facility.

Does Scan & Share earn DHIS incentives?+

No. Corrigenda 6 and 7 discontinued incentives for Scan & Share and Health Locker. Scan & Share still speeds up registration.

Can a lab or pharmacy claim DHIS?+

Yes. A diagnostic facility, lab or pharmacy qualifies on a system integrated with ABDM up to M2. A hospital or clinic needs integration up to M3.

This guide summarises NHA’s DHIS documents (Corrigendum 6 of 20 November 2025 and Corrigendum 7 of 9 April 2026) and is not financial advice. Amounts, periods and conditions are set by NHA and can change; the official documents on abdm.gov.in/dhis prevail.
